Conditions and mechanism for appointing the Chairman and members of the Authority
Taking into account the appointment conditions stipulated in Article 4 of Legislative Decree No. 112/59 dated 6/12/1959 (Employee System) and its amendments, with the exception of the age and competition conditions, the following conditions and mechanism shall be adopted for appointing the Chairman and members of the Authority:
They shall hold at least a Master’s degree in public procurement, public administration, financial sciences, economics, law, engineering, political and administrative sciences, business administration, financial management, or information technology;
They shall have proven experience in the field of public procurement for no less than 10 years.
The Civil Service Council shall prepare the announcement to fill the position of Chairman and members of the Authority, including the qualifications and conditions that must be met, in addition to the criteria for evaluating candidates prepared by the committee referred to in Section “Z”, and shall publish it on the Council’s website, provided that the publication includes the deadline for submitting nomination applications.
Nomination applications shall be submitted by those who meet the qualifications and conditions within the specified period via a unified electronic form available on the Civil Service Council website, provided that nomination applications submitted by hand or otherwise shall not be accepted.
The Civil Service Council shall accept applications that meet the conditions and specifications in accordance with the first paragraph of this article.
The Civil Service Council shall prepare a report that includes the digital lists of accepted nomination applications, and the nominal lists of rejected nomination applications, stating the reasons for their non-acceptance, and they shall be deposited with the Candidate Selection Committee referred to in Section "Z" below of this paragraph.
Accepted nomination applications are evaluated by a committee composed of:
Chairman of the National Anti-Corruption Commission
Chairman of the Audit Bureau
Chairman of the Civil Service Board
Head of the Central Inspection
The Chairman of the Civil Service Board shall coordinate and manage the work of this committee.
Accepted nomination applications are evaluated according to the criteria of specialization, qualifications, certificates, years of experience and their diversity, proficiency in foreign languages, and other criteria. As a result, marks are placed according to a general average that is agreed upon, and on the basis of that, a list of the names of the candidates accepted for the oral interview stage is drawn up, stating the reasons for not accepting the other applications, provided that the committee prepares a report on the results of its work.
The names of the accepted candidates remain unannounced until the date of the oral interviews is set. Oral interviews are conducted with the candidates whose applications are accepted by the selection committee at a meeting set for this purpose, provided that the interviews are conducted at the Civil Service Council. The Prime Minister proposes the names of those who pass the oral interview for each position according to the order of marks, to be presented to the Council of Ministers to select those who will be appointed, after submitting documents proving the availability of the conditions and verifying the candidate’s possession of them and their validity.
